The incident reinforces the importance of having a well-documented emergency response plan, with procedures that prescribe the communication structure and lock down process.

It is vital that this plan accounts for all stakeholders who might be on or inside the venue and that relevant parts of the procedure are well known and rehearsed by the members of the Emergency Control Organisation.
